New Hearing Date on Second Oregon Anti-nudity bill – April 15 – please contact the House Judiciary committee

*The Oregon House Judiciary committee has again rescheduled their hearing on HJR 35. Three different dates (Mar 23, Apr 1 and Apr 8) were set in the past for the hearing and each was cancelled several days before including the April 8, one which was cancelled Wednesday, April 6 – two days prior to the date scheduled. **On Friday, April 15, the House Judiciary committee once again plans to hold a hearing at 1:00 p.m. in room 343 of the state capitol on HJR 35 (see bill wording and legislative contact info below). This is the bill placing wording from the U.S. Constitution into the Oregon one and removing the existing free speech/free expression section. This one was sponsored by the entire Judiciary committee. *

*While this is supposedly aimed at regulating strip clubs and other enterprises utilizing mostly female nudity, it could allow local governments of any type to limit, curtail or totally eliminate nude usage of the state legal nude beaches, hot springs, nudist clubs and other venues which nudists and naturists choose to use.*

*We need those opposing this bill who can attend the hearing to do so. We are not asking for a demonstration, just a courteous, large presence against the bill. If you have a “Nudist and I Vote” pin or such, so much the better. Anti-nudity Bill hearing scheduled in Oregon – contact the Senate Judiciary committee ASAP!!!

*In late February, the Oregon Legislature introduced three bills (so far) that would affect the practice of simple nudity in the state of Oregon. **HJR 35, SJR 28 and SJR 37 are the three bills. The wording of HJR 35 and SJR 37 is identical. Info will be coming on them later. if any or all of these Joint Resolutions pass the legislature, they would be referred to the next Oregon General election, probably in November, 2012. The Governor cannot veto these bills, if they are passed.*

*The first bill that has a scheduled hearing and possible work session is SJR 28, which would place new wording in a new part two of Article One of our existing Oregon state Constitution :* *PARAGRAPH 1. Section 8, Article I of the Constitution of the State of Oregon, is amended to read: (remains the same)** { + Sec. 8. + } { + (1) + } No law shall be passed restraining the free expression of opinion, or restricting the right to speak, write, or print freely on any subject whatever; but every person shall be responsible for the abuse of this right. { – – – } * *(NEW SECTION) **{ + (2) This section does not prohibit the state or any county, municipality or district from regulating the location at which a business or organization may offer live entertainment or other services performed by a person in a state of nudity, as defined by the jurisdiction imposing the regulation. + }* ** *Simply put, instead of the very strong protection given by the present section one of Article One in the state Bill of Rights, this would allow any political subdivision in the state of Oregon – county, city, town, district, etc. – to write its own anti-nudity ordinance. Hidden Springs last indoor nude recreation night of the season

We are nearing spring and that means that we are setting our sights more on the outdoors than on the indoors. Before you switch your view, consider attending the last indoor nude recreation night of the season on Sunday March 27. We will have availability over the pool, hot tub and Sauna from 7 pm until 9 pm. Come socialize will fellow nudist in a great environment for only $8 per person for AANR/TNS members or $12 per person for non-member. We are nearing the end of another season of Hidden Spring winter activities and we are concluding our bowling events on Saturday March 5 from 7 pm until 9 pm. *Final Call for Comment on Bagby Hot Springs Management Proposal:* ** *Monday, February 14 is the deadline for comments on the preliminary assessment of getting a private contractor to manage 27 Mount Hood National Forest sites as well as Bagby Hot Springs. The decision regarding whether Bagby Hot Springs will be under a concessionaire permit and included with the 27 campgrounds, or a volunteer group permit, or Forest Service management will be made on factors including public comments received. The decision will be made quickly, by March or April, but the Forest Service will continue management through 2011 and may possibly include Bagby with the 27 campgrounds in 2012. * * * *Concerning the private/public management decision, AANR-NW does not have a position. We do wish to address the General Order issued in 1992, banning nudity at the hot springs. Our position is that simple nudity in and around the hot tubs, absent any other type of illegal conduct, is a long-time historic tradition at Bagby Hot Springs and should be allowed. The Forest Service is adamant that they do not wish to cancel the Order issued in 1992, banning nudity at Bagby. That is because an alcohol ban and night closure of the site were also part of that Order. It was also stated that the cost involved in cancelling the order would be prohibitive. We believe that a simple amendment to the order, allowing nudity in the hot tubs and around the hot tub area would return to the spirit and intent of the historical hot springs usage. There is no anti-nudity ordinance/law in Clackamas county (where Bagby is situated) or in the state of Oregon. * * * *Should you wish to make a comment to the USFS, you may identify yourself as a nudist, an AANR member or as an “interested party.” Please write in clear language about why you desire to see Bagby Hot Springs as a clothes-optional recreation area. If you have been a user of the hot springs in the past, please relate your experiences using the site nude. If you were unaware in the past about the 1992 Order, please also state that information. Thank you for your outstanding service Last July AANR-NW presented its highest honor, the AANR-NW Hall of Fame Award, to Stan Ricks for his dedication and strong support to our government affairs and advocacy programs. In prior years this prestigious award has been presented to Mike Parker and Shirley Gauthier, to name a few, for their outstanding service to our region.

Many of you know someone deserving of this award. All too often we say to ourselves that we should have nominated someone after the award is announced at the AANR-NW convention or, worse yet, goes un-awarded for lack of a nomination. The nomination process is easy. This year take the time to recognize a deserving volunteer by submitting a nomination. It is a great big THANK YOU that comes from their peers. To be eligible, an individual must have continuous membership in a club or AANR for at least ten years, with a minimum of five years in AANR NW/NWNA. An individual member, a group of members or a club can make nominations for the Hall of Fame.

The deadline for submissions is 15 March 2011. This award is presented at the AANR Northwest Convention, 15-17 July 2011, at Sun Meadow. The AANR NW Hall of Fame Award is given only for service of a magnitude above average to AANR, AANR NW and nudism.

Annual Newsletter Awards Competition

Enter your club newsletter in the AANR Northwest Newsletter Awards Competition and you may win a plaque for display at your club and a certificate for you. Plus, you will receive the judges’ critiques to help you to improve your newsletter. Two awards will be given: one for the best landed club newsletter, and one for the best nonlanded club newsletter for the previous year. (Duplicate awards will be given in case of a tie.)

To enter the competition: 1. Submit three different issues of your newsletter, published between last May and this April. 2. Submit three copies of each issue. 3. Include your name and contact information and send to the address below. For your submissions to be judged, we must receive them on or before May 1. 4. Mail your submissions to: Gail Nussbaumer PO Box 943, North Plains OR 97133.

Other things to know: 1. Newsletters shall be judged according to the criteria published in the AANR Northwest Procedure Manual. 2. Winning newsletters will be announced during the awards part of the annual convention. 3. All participating editors will also receive certificates plus the judges’ comment sheets, to assist them in improving their newsletters. 4. Awards will be given only to AANR Northwest clubs, but other Northwest-based nudist groups may enter on an exhibition basis.
